Mechanic: Shoot Shulker Bullet

Shoots a shulker bullet at the target entity, giving them levitation on hit.

Added in 4.12 MM
This skill seems to require an entity for a target. Tried using @forward{f=30;y=0} and it did spawn the shulker bullet.

Examples
--------
This example would shoot a shulker bullet with some smaller white reddust particles in the onTick and onEnd. It would also damage the target for 5 damage when it hits them.
