Give permission while holding an item

Is your feature request related to a problem? Please describe. Not a huge problem, but if I want players to use perks, like a 2x xp multiplier that requires a permission, I will have to use a different plugin to set the player's multiplier permission to true while holding an item.

Describe the solution you'd like Add a feature which give players a permission while holding/wearing an item. Like if I add the permission exp.multiplier on a sword. it gives the player that permission while hes holding that specific item. or if I add the permission essentials.fly to a helmet, it allows the player to fly while wearing that helmet. It would help a lot of developers with their RPG gamemode to give certain players certain permission and are less limited on the perks they can add to item. I dont think it is possible right now how it is, from my knowledge.

simplified: If player hold/wears item_X, set perm your.permission true
