leather_horse_armor.json is created in a defective way
With the new version meg 4, the resourcepack files are not created correctly, the file "leather_horse_armor" is created defectively.
As a consequence, the model cannot be seen, because no model is loaded into the file. On the other hand in the client console, you can see your own, error attached a photo:

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
