[Feature Request] Map Name Incrementation Modification

Currently maps continue to increment up from the highest active instance rather than selecting a previous instance map number that is no longer active.

So if map_1 and map_2 are active, currently the next map will be map_3 rather than map_0.

If older map increments were reused when they become available, plugins with require world names could work with MD better (World Guard is a great example of this). If my max instances is set at 3, then I could simply define world configs for map_0, map_1 and map_2 knowing that's all there could ever possibly be.
