CustomDurability Not Functioning Properly on Shields

Under normal circumstances, when a shield blocks an attack, it loses durability proportional to the damage received. However, when CustomDurability is set, the shield only loses 1 durability point per attack. This behavior can be reproduced by taking two hits. The shield's durability will reset upon the second hit.
