Add Ability to disable fireballs from ghast mobs

Summary

Same as title. I can't figure out a way to stop the ghast from shooting fireballs and it would be nice to have the option to disable it. Also for some reason, the ghast still targets players even after going into creative mode which seems like a bug.

Usage

I really want to use the flying mechanic of the ghast, but the fireballs get in the way. With this feature, people could use the ghast without worrying about fireballs destroying terrain.

Value

The value is pretty much specified in the usage. The ghast mob would be so much more useful if we weren't forced to deal with fireballs.

Priority

For the idea I have for my mythic mob, I would really appreciate a high priority so I can implement a ghast disguised as a player using unique godlike skills raining from above :)

Implementation

I'm thinking it could be added as an option specific to ghast mobs or maybe even blaze mobs too. It could also be embedded inside an AI goal for meleeattack. This might prevent the mob from shooting fireballs too. Ideally, it would just be inside the options section.
