Lightning Effect not working

the effect does not produce lightning. I will make sure I check with others if there are custom settings I have set that I am not aware of for lightning. https://mythicmobs.net/manual/doku.php/skills/mechanics/lightning

Just play the lightning effect on any target or target location.
Current behavior
Describe what happens currently, while the bug is affecting your server.
Nothing.
Intended correct behavior
Describe what you think should happen instead of the bug.
a Harmless pretty Lightning bolt. Server log file
Provide a link to a Pastebin paste with a copy of your server's latest.log file from startup to "Done!" AND includes a player connecting.
There are no errors. I keep a clean house.
Debug log snippet
Provide a link to a Pastebin paste with an excerpt of your latest.log file that includes debug output where you trigger the bugged behavior.
I have way too many skills rolling at all times to produce a sensible debug log.
Proposed fixes
Describe what you think the issue or any potential fixes may be.
Have someone else check to make sure it's not my setup. After that it is in your hands. ;)
