UUID targeter should not use normal filters

Summary

The UUID targeter is, for instance, unable to target entities like armorstands until the targetarmorstands=true attribute is applied. While it is true that it's good for normal targeters to follow filters, I think that the UUID targeter in particular should not have such restrictions, since if the users are able to provide an UUID for an entity it's reasonable to assume that they are already fully aware of who they are targeting
