Add Damage Modifier that negates rain damage to blaze based mobs

Describe your suggestion in detail. Blaze based mobs take damage in rain. A search of the Discord indicated that the DROWNING modifier used to block this. It no longer does, nor does MAGIC, MELTING, CONTACT, DRYOUT or CONTACT.
Using the placeholder shows the damage as UNDEFINED.
