HorseSaddled: true stops a mounted horses movement toward a target

Summary

Adding HorseSaddled: true to a horse or skeleton horse stops it from moving toward a target while it is mounted by a mob that is aggroed to a target. As soon as you remove HorseSaddled: true and spawn it without the saddle the horse will go toward the mounted aggroed mobs target.

Steps to reproduce

  1. Copy the mobs from this pastebin https://pastebin.com/iapteQZJ
  2. spawn the horse ridder mob with /mm m spawn HorseRidder
  3. see that it doesnt move toward you and kill it.
  4. removed the option HorseSaddled: true from the horse mob and reload.
  5. spawn the horse ridder mob with /mm m spawn HorseRidder
  6. see that it moves towards the target.

Current behavior

If you have HorseSaddled: true on a horse it wont move towards the target that its mounted mob is targeting.

Intended correct behavior

It should move toward the mounted mobs target so it can attack it like it does when HorseSaddled: true isnt in the config. This allows people to have horses or skeleton horses that looked saddled while its mounted by a mob.
