[Feature] Allow meta-function children to respect their own target types

Currently, meta-functions force their child functions to inherit their function targetter. This is due to how Mythic Dungeons currently handles the targeting of a function. It may require a more substantial rework of the targeting and its relation to the trigger system, but a deeper dive is definitely in order.
