health regen tooltip is missing

Describe the bug health regen stat is missing a tooltip in item lore, also description of it in the item editor is wrong (health regen is a flat value increase per second, not a percentage)

To Reproduce Steps to reproduce the behavior:

  1. giving items health regeneration stat
