NPC Spawning Issues

This issue relates to Citizens NPCs not spawning in dungeons when they are far from the dungeon spawn point. This issue even occurs with proximity based spawning. For example, if a trigger is set to spawn an NPC when the player is within 5 blocks. Spawning NPCs via any trigger only works when the NPC is close to the dungeon spawn point.

As per our discussion, this may be related to the 1.21 update.
